**Welcome to EMNLP 2023!**

On behalf of the EMNLP 2023 Organizing Committee, I extend a warm and heartfelt welcome to all of you to the 2023 Conference on Empirical Methods in Natural Language Processing (EMNLP). It is with immense pleasure and excitement that we gather here in Singapore, a vibrant hub of innovation and technological advancement.

The conference program is packed with insightful presentations, thought-provoking workshops, and engaging networking opportunities. In addition to the technical sessions, we have also planned several social events that will provide you with the opportunity to connect with your colleagues.

The conference is held in person at the Resorts World Convention Centre in Singapore, and available on-line with the help of Underline.

For those in Singapore, I hope that you will find time to explore the exciting Sentosa Island, Gardens by the Bay, Singapore Botanic Gardens and the many other attractions unique to Singapore.

IDRISI-D: Arabic and English Datasets and Benchmarks for Location Mention Disambiguation over Disaster Microblogs

In this paper, we share our best performing submission to the Arabic AI Tasks Evaluation Challenge (ArAIEval) at ArabicNLP 2023. Our focus was on Task 1, which involves identifying persuasion techniques in excerpts from tweets and news articles. The persuasion technique in Arabic texts was detected using a training loop with XLM-RoBERTa, a language-agnostic text representation model. This approach proved to be potent, leveraging fine-tuning of a multilingual language model. In our evaluation of the test set, we achieved a micro F1 score of 0.64 for subtask A of the competition.

To extract the `meaning' of a gloss phrase, we examine the sense-IDs for each word in the phrase which is in our vocabulary. We choose one sense-ID for each word so as to minimise the sum of the angles between the embedding vectors of all the IDs in the chosen subset.
We take the meaning of the phrase in semantic space to be the sum of the embedding vectors of the IDs.
