Dear B15 cohort members,

On behalf of the University of California and OA2020 Initiative, we are pleased to share with you the attendee information packet for the 15th Berlin Open Access Conference (B15): Adapt and Advance.

Since 2003, the Berlin Open Access Conference has explored the potentials of our digital environment to transform scholarly communication and “build a future-proof, flexible, open, and high-quality scholarly and scientific publishing system.” Over the years, the persistence of subscription paywalls prompted the creation of a global alliance dedicated to accelerating the transition to open access; the focus of the Berlin Open Access Conference series now centers on viable strategies to replace the existing subscription business model with transparent and sustainable open access models.

The international cohort of the 14th Berlin Open Access Conference (2018) affirmed the importance of transformative agreements in accelerating the open access transition and today we can observe the progress made with transformative agreements in just a few short years. As we progress in our strategies, each step elevates us to a new vantage point revealing a new set of challenges. At this juncture, in 2021, we are therefore convening various stakeholders and decision-makers—including higher education and research administrators; library leaders; academic communities and faculty governance; research funders; and ministries of research, education and innovation—involved in further adapting, improving and advancing transformative open access agreements for the betterment of the research enterprise. As detailed in the agenda that follows, the B15 plenaries will consider transformative open access agreements in the context of heightened budget pressures, equity and scholarly communications, and the growing variety of transformative models being implemented worldwide.

As a B15 attendee, we ask that you use this conference as a springboard for further action, partnership and change.

To facilitate global participation, the B15 conference will be offered twice (to confirm your track, please refer to your invitation from the B15 coordinators or the participant information packet that was distributed via email in advance of the conference).

The Kaust University Library signed a number of transformative agreements with STEM publishers from 2019 to 2021.

This poster presents our initial strategy, results, challenges, and plans in the open access publishing area.

King Abdullah University of Science and Technology (KAUST) advances science and technology through distinctive collaborative research integrated with graduate education. Located on the Red Sea coast in Saudi Arabia, KAUST conducts curiosity-driven and goal-oriented research to address global challenges related to food, water, energy, and the environment (kaust.edu.sa). KAUST is a leading STEM research institution with extensive scholarly publishing output - from 2016 to 2020, KAUST authors published 11.511 articles, 68.5% of them in open access mode (cited from SciVal, reviewed: 8/19/21) .

The Road to Open Through Strategic Procurement

There have been open research initiatives in Australia since the very beginning of global discussions on open access to research publications in the early 2000s. The initiatives in Australia have come from a range of actors, including the federal government, funders, institutions, and peak and advocacy bodies. This arrow illustrates some of the key initiatives over the past 20 years. In 2020, the Council of Australian University Librarians (CAUL) and the Australasian Open Access Strategy Group (AOASG, now Open Access Australasia) facilitated a national discussion on open research. In 2021, there is increased momentum towards open access to research publications driven by work from the Office of the Chief Scientist, Dr Cathy Foley.

An Australian Model for Open Access

Making the research and scholarship of The Ohio State University’s faculty, staff, and students openly available allows us to live our land grant mission – sharing knowledge and culture with the people of Ohio, the nation, and the world.

The current scholarly publishing model creates barriers for researchers and has become unsustainable. In alignment with the university’s promise of operational excellence and resource stewardship, University Libraries is exploring partnerships to transform that model while also ensuring researchers have access to the tools crucial for their work.

Under our Transforming the Scholarly Publishing Economy initiative, we have created a plan and set of priorities to inform and motivate decision-making around directing funds away from paywall subscription models and toward Open Access publishing. These principles and roadmaps inform our collection strategy, while we also work to apply our equity values of advancing diversity, inclusivity, access, and social justice to scholarly collection building.

Our broader goals include educating, informing, and building partnerships with stakeholders across campus to support actions that transform publishing economics, expanding avenues of Open Access to advance Ohio State research, and developing analytics capabilities to inform negotiations and monitor the impacts of new agreements as part of a new assessment framework for collections strategy and scholarly sharing.

Our strategic investments in Open Access follow multiple pathways and leverage collective action with our consortial partners including the Big Ten Academic Alliance and OhioLINK. University Libraries provides financial support of open-source repository and publishing infrastructure, including DSpace, Public Knowledge Project (PKP), Fedora, Dryad, the Directory of Open Access Journals (DOAJ), the Directory of Open Access Books (DOAB), Oapen, arXiv, and the Open Library of Humanities. Our diamond Open Access publishing program is in its 15th year and our institutional repository program is in its 20th year. To advance the opening of scholarly monographs, we are a funding institution participant in TOME (Toward an Open Monograph Ecosystem) and support the University of Michigan Press’ Fund to Mission and MIT Press’ Direct to Open.

Our current transformative and transitional agreements include our three-year Taylor & Francis Read and Publish Agreement, our Royal Society Read & Publish 2021 Agreement, and our participation in the three-year PLOS Community Action Publishing Program with the Big Ten Academic Alliance. University Libraries is currently working on several potential new transformative agreements as an institution and as a consortial partner.

Advancing Open Access Along Multiple Pathways at The Ohio State University

In this poster I tell about the transformative actions to support and promote Open Science at the
University of Genoa (UniGe).

Starting from concrete support for Open Access (green OA, Phd theses OA publication, transformative agreements), UniGe, a signatory of the 2005 Messinian Declaration, is active in transforming the entire research process in an open perspective (open data repository, open educational resources).

UniGe Open Science Group activity highlights that researchers have yet poor awareness of the scientific communication workflow: there is a real need for Open Access, copyright topics, publication models, research assessment, data and metadata management literacy from all over the academic world. So, since 2019, the openscience.unige.it portal has gone live and the UniGe Open Science Group annually organized GenOA week to advocate the Open Science themes.

The openscience.unige.it portal realizes a virtuous model of collaboration between several professional teams (such as librarians and research support staff), where different skills are continually put together to build new knowledge for the whole community.

GenOA week is an annually event to support the Open Science challenges to make access to Open Knowledge fair for all and it's part of the International Open Access week. Born from an idea of UniGe Library System, GenOA week became the UniGe Open Science group core activity.

As the Open Access Week Advisory Committee reminds us, "diversity, equity, and inclusion must be integrated into the fabric of the open community to catalyze new conversations, create connections across and between communities that can advance progress to build more equitable foundations for opening knowledge". For this reasons, the Unige Open Science Group connects
different roles of Genoa University community: for us, the synergy of different skills is an essential added value because only people create new (open) connections.
